Revisions to Regional 8-Hour Ozone Attainment and Reasonable Further Progress Plan
The Yolo-Solano Air Quality Management District (District) Board of Directors will hold a public hearing to consider a control measure rescheduling for the 8-Hour Ozone Attainment and Reasonable Further Progress Plan (Plan) as a revision to the 8-Hour Ozone State Implementation Plan (SIP). The control measure rescheduling that is the subject of this public notice will be submitted to the United States Environmental Protection Agency as a revision to the SIP (Clean Air Act Section 110(l)). Transportation Control Measure Rescheduling The Sacramento Air District and other air districts in the Sacramento Federal Nonattainment Area adopted and submitted the Plan in early 2009. The Plan included transportation control measures (TCMs) to reduce ozone precursors in the Sacramento Region. The implementation date for one TCM that will occur in Yolo County is proposed to be rescheduled. TCM FP-4D: City of Woodland: Lemen, North, East Streets Intersection Realignment will be rescheduled from 2011 to 2013. The rescheduling does not change the emission inventory (CAA § 172(c)(3)), reasonable further progress demonstration (CAA § 172(c)(2)) and 182(c)(2)(A)), attainment demonstration (CAA § 172(c)(1)) and 182(c)(2)(A)), contingency measures (CAA § 172(c)(9)) and 182(c)(9), Metropolitan Transportation Plan/Metropolitan Transportation Improvement Program implementation, or motor vehicle emission budgets CAA § 176(c).
